There's no way this is allowed!
So some of you (not all of you) might know about a mod called "Achievement Manager". this mod gives you the ability to get all achievements including those from Downpour in an instant! And effortlessly too. Now, the DLC Downpour is in the base game as three mods in the remix menu. But they are locked behind a paywall. The DLC being three mods is also the reason why there are achievements that are unobtainable without Downpour. But if it's in the base game then would that make it completely free if you used mods? Yeah, this would probably get you in trouble because unlike achievements which you earn, DLCs you buy. You'd rob the company of their money. A change might have to be made. I mean the cons of having your DLC be three mods outweights the pros. While it's nice that the DLC gets it's own achievements, it also means you cannot 100% the game without the DLC. Plus, it enables you to just use mods to enable them cost-free. And of course all the rainworlders have the DLC so no controversy about the game being impossible to 100% without it's DLC. RIP to those who are too broke to afford the DLC.

You know that there are a lot of games that have DLC locked achievements, right? It isn't remotely an uncommon thing....

Oh, it's definitely allowed. It's not robbing the company to use modifications, even if to unlock achievements. The DLC is literally an official modpack (as a way to simplify the description)- the devs are incredibly supportive of mods.
Achievements do nothing but give you a cool little badge saying you did a task. There is nothing required of them and sometimes they don't even recognize you unlocking them.

Do the achievements give the devs money upon you completing them? No? There's your answer, it's harmless.
