I'm currently using the 'easy mod' but the salaries of my crews still drain my funds to negative values.
You can change the vehicle prices and upkeep in the mods xml.
EMS incidents should always stay in the same spot, with severe cases resulting in death and non-severe cases just waiting because that is what is more realistic. People in real life will literally wait 2 hours for an ambulance in some cases; they don't just disappear.
Fire incidents also should either only have a fire getting worse or should have a person get injured from the lack of resolution of the incident, or something else, but it makes no sense for calls to time out.
so to understand my request here in the UK all our emergency services answer their own calls, police, fire, ambulance. i would like a mod that allows you to control only one service over a large area (county/state).
I read all your ideas, but unfortunately not all ideas can be added. The game allows only what is already in the workshop, i.e. new incidents, vehicles, calls, hats, translations. Scenarios and other things will be possible soon.
As we already know, this has already been added to the game.
You can use cheats to add money.
DLC Facilities adds the ability to place stations.
In the next update for Mega Compile I will try to improve what you are asking for.
It is not possible to create such a mod.

The problem in your answer from my question is that some guys don't want to use cheats.
And the question from 'flying diomedea' is that it isn't possible to delete
the ALREADY EXISTING emergency HQ's, as some of them are wrongly placed.
Is not for me (as I am an early owner of the Facilities DLC) but for anybody else the need then to allow manual placement of at least a few stations at correct positions. The game can't work without any station defined in the controlled area. Then, of course, Facilities DLC adds lots more; but understand if this ability to change positions (instead of just deleting) doesn't come on consideration it could be partially replicating a DLC ability.
