how to sync two mods

i would like to get the mod "late cold war 1989" working again the author has given me permission, it requires "west 81 sub mod for Hotmod" but apparently the mod needs to be synced to the latest version of west 81 in order for it to work, unfortunately this is not my area of expertise and i was wondering if anyone could give me a quick rundown on how to do it.

If you are Reffering to Sync by Game Ver Sync. Than you would have to find the steamapps/ workshop folder / 400750/ mod number here / mod info file.

Open with text editor and go to game max ver line and change to something like 9.999
