Could be plausible for a game idea; but what if your "chosen one" goes bad? That's also something to consider- a true cautionary tale if there's any such concept as a cautionary farytale taken to the maximum level thereof.
Kind of like what happened in the original "Star Wars" trilogy with the other name of it: "the tragedy of Darth Vader" for short.

One could make an event chain like a crisis where people either support the new religion or form an alliance against him(Like War in heaven).Also there could be an internal rebelliion similar to the AI uprising and for any adversary a ritual as research option to weaken the chosen one before he ascends.






I think one could maby borrow the "domain "-concept of DND, since all current Shroud Gods feed on a certain aspect of realtiy; for example
love-domain->pop growth+xenophileattraction but debuffs to fleet /army damage (since people are hesistant)
nature-domain ->add ability to terraform gaia/ custom worlds(for people who use perk extension mods) without perk but gets penalties for stabilty based on industry/city districts
war domain->heavy buffs when in war, heavy debuffs in peace
death->lifespan debuff and smaller pop growth but automatic acess to necromancers
knowledge->science buff at the cost of general productivity
elements->buffs for dry, wet and normal planet types debuff for others
treason->adds spy network uffs and maby some useful spy options but for a happiness debuff
artifice _>buffs to ship built speed &robot building but higher upkeep of both

Maybe the uprising would be the *good* guys; not unlike the *truthful* viewing of the concept of the War in Heaven- the *actual* one; with the head of state/functional *dictator* setting up a state religion with the head of the nation as a type of fake god.

Come to think of it; that could be a feasible idea., and a very wise cautionary tale indeed.
