Report a translation problem
ONLY the one hosting the game lobby has to do this.
First I unsubscribed and deleted all mods local and server side.
Rebooted the game.
Open modding options, then clicked server mods.
Using the Mod by text search bar, I found the mods I used and added them to the server.
Once you have the mods hit the submit button.
Reboot the game and load into any map.
(Note you will not see any mod maps as you need to first load in to your hosted game lobby.)
You will now see a mod loading box appear, the mods will download and install
Once they are all download your lobby will load up.
Now in the lobby you can see your modded weapons. The joiners should also now have modded weapons too.
To the Devs. I used this method and it all worked fine, 2-ish hours playtime with a friend, until I went to the steam workshop and added 2 new map mods by clicking the green cross quick subscribe icon on the Mod thumbnail. I followed the old usual add to server via the local down arrow and all the weapons vanished again for joiners. I then had to repeat the above steps and it all worked again, including the 2 new maps I added.
Like I say I have to do more testing but I think going through the steam workshop and clicking on subscribe now has issues for the hosts.

I don't know if this was a viable solution but it fixed the issue for me instantly. Despite that however, last night when playing with a friend in coop on a private server that I hosted, my friend could not see the modded gun/equipment diagrams despite them being listed in their options. Along with that if I was using a modded weapon they could not see or hear my weapon during game play. My friend has all the same mods active that I do.
Alternatively when my friend hosted a server we could both use all modded equipment and weapons.
Hopefully this gives people some insight on my experience and a possible deeper explanation of what may have occurred once I clicked the 'Find Best Load Order'.
This *kind of* works - sometimes it works, but apparently it works for every person post server restart.

Before you begin everything, remember to add your local mods to your server mods at the modding section in the game menu.
First and foremost, my friend and I have tried a lot of tips suggested on the forum, none of them has consistently worked so far.
Now here's a potential fix for you:
There is absolutely 0 need for off-game invites for it to work, as we figured out what the potential problem was.
I tested for about a couple hours with a friend and we discovered that some of the mods are corrupting files that cause multiplayer to be missing weapon textures, models, and UIs. What we did was going from 3-4 mods to begin with, and test if it works well, and then increase the number by another 3-4 to see if certain mods are corrupting game files. It turns out to be the case.
For example, a new gun mod like the 24th STS 416 is indeed causing problems in multiplayer. We started with just some of the older mods created by Modern Lancer (the mod author) like the risers and few other guns, they worked fine hosting the game, joining, and playing. As soon as we added the STS 416, the notice "unfolding inactive mods" popped up during connection to host (which is a bad indicator that your mods won't be working), and indeed when the host game loads in everything is missing textures and models. Same thing happened when we loaded the QBZ 191 mod and everything got corrupted. Same thing with many other specific mods.
I don't know why this is. But it's the way I've tested to find out.
I would simply suggest people to load just a few mods at a time from Modern Lancer, and test it out yourselves by adding one or two more at a time to see if it's also the case for you all. Hope it works.
