Basic newbie question

Trying to add./subscribe an AI mod for use with RA skirmish. There seems to be 2 ways (nether seem to work for me). 1 subscibe via steam workshop. 2. subscribe via the RA game options menu
But neither seems to work (rebooting does not help me)

Ehh. You need to do both. First subscribe to a mod on Steam, then it'll show up in the Mods list, and there you need to enable it.

Note that mods generally can't be combined, unless they only add some media assets.
