If you have service buildings where the number of active vehicles flickers between 0 and 1, it means the newly spawned service vehicle cannot establish a path to its destination. If this is the case, then you should take another look at your road layout.
There are other reasons for vehicles not spawning though. You could've hit the games Vehicle and/or PathUnit limit for example.
If you use the 'Advanced Vehicles MOd', and you've used it to disable certain service vehicles, make sure you have alternatives from the Workshop.
Hi, aaammm... well yes i have a lot assets but mods too, like:
Thinking that it could be mods like "Lifecycle" or "Realistic population" that could be modifying some statistics of the cars, I've tried to deactivate them and unsubscribe from them and run the game, but the same thing happens to me.
The number of vehicles is not intermittent, it is simply at 0 or 1, maybe two or three but with a lot of luck.
I did suppose that it could be some problem with the layout of my city, but I am sure that after checking it well, everything seemed to be in order, quite orderly I would say with pride, everything was quite fluid without traffic congestion or anything like that.
I even tried to put an incinerator (from an asset) near the area affected by the accumulation of garbage that I had at that time, and it was the same, at some point it had a truck, but only one. Although, having already identified the problem, and doing a variety of tests, I put the taxes in the garbage section to the maximum so that they would have more trucks, and the number of trucks didn't increase at all.
A few days ago I was checking the mods and assets I had subscribed to in the workshop, which one could be the one causing the conflict, and due to an error that I never figured out what it was, I unsubscribed from all of them. Angry, I deleted the game, just yesterday I downloaded it again, and I started to manually search for the mods (and assets) that interested me.
and the same thing is happening to me, I subscribed to Game Anarchy to test the education of the population and see if it changed anything regarding the problem, with the help of RICO, I put buildings with high concentrations of population so that my city would grow quickly and above all so that everything is close to each other. And for example my fire station never had trucks available.
The only thing left for me is to gradually eliminate mods, running a game to identify the mod that is causing the conflict.
I suggest you subscribe to the 'Watch It!' mod, and use the 'limit counter' this mod provides to get details on that info. Again, hitting the 'Active Vehicles' limit or 'PathUnit' limit can cause the issues you're experiencing.

Hey, I downloaded the mod you recommended and took some screenshots but I can't put them here I think, however it seems that the clinics don't have vehicles, I also want to comment that I deactivated some of the many mods that I have, I don't really understand the mod completely, but I do understand something, I don't know what's really going on, because surprisingly at this moment the garbage dumps were working fine, and some police stations, but a few others weren't, and in the case of clinics and fire stations they are at zero, the cemetery also has vehicles available, I honestly don't know what the problem would be and if some mod that I deactivated is responsible, although if it was a mod that I deactivated, I imagine that clinics and fire stations should be working fine.
During the game that I've been watching while I write this, I also noticed that there don't seem to be any vehicles in the fire stations, however, they do respond to fires successfully. In those terms I wouldn't mind if the building says it has no vehicles, but that the work is done. The main problem arose when, during a game, the work was not being done, and there were no vehicles available either, I put two, three, five garbage dumps, far, near, and no vehicle appeared. Anyway, I can't say what's going on, but thanks for your support.
P.S. At the time of the captures the taxes destined for services
were at 150%, in addition the "Path unit limit" was at 4% and "Active vehicles" was at 14% with a population of approximately 15,000.
