Mod that allow the founding of independent militas.

Are there any mods that allow player empires to create something like independent militias or paramilitary organizations like the Outland Regions Security Force from Star Wars or any similar organizations?

This sounds like creating a Mercenary Enclave but it independently starts raiding your enemies.
I love the idea.

More like they deal with threats you can't really bothered to deal with like pirates, space creatures, khan raids, maybe the occasional small incursion by another enemy empire. Mostly defensive things.

This could be simplified down to make a basic version of an un-controlled GDF fleet. The GDF patrols GalCom capitals, so it should be easy to create a version that just patrols your planets... Then again the GDF isn't that good at finding enemies.
