I've been setting up a reformatted English league system, with 12 levels, custom rules etc. It all appears to be running fine, BUT:

Whilst the transfer windows come up on the dates ive set, it forbids loans totally. Cant loan to an affiliate, can't make an offer for a loan... I've had separate loan transfer windows running on the same dates as the standard transfer windows - no joy. Then I tried with just the standard transfer window rules. No joy. Little puzzled because on previous versions I've not had this problem when setting up leagues. This time.... I just cannot work out why the loans aren't working.

Anyone able to help?
