Unlocked Camera Mod Possible?

Hey friends. I know nothing about modding. I'm wanting to know if it's possible to create a mod to unlock the camera. I don't mean zoom out further or rotate, I mean instead of it following my character as is traditional in ARPG, I want to move my camera manually like in an RTS/MOBA. If it is at all possible, I'd be willing to go so far as to pay someone to create it for me!

i think this one is pretty old so i dont know if its buggy, dont think it lets you play in FPS or third person though,
there is also zoomy but it doesn't let you rotate the camera, just zoom it out
