It sounds as though you were using the trait-based win condition, but that won't work in this case.

I have the game winning trait condition active, but I found that it doesn't work if anyone died before then.
The custom win condition seems to be working here. We've set up a few different tests with a variety of plague types and win conditions and they've all worked fine. Could you zip your scenario and send it to pctechsupport@ndemiccreations.com please? We can take a look at it and hopefully find where the issue is :)
