cultural diffusion? (mod)
sorry if i'm asking something stupid... and i tried to look workshop for this.

new to the game, but i spent lots of time in civ5. in that i used a mod that is called "cultural diffusion", which allowed hex to flip based on culture power.

does anything similar exist for BERT? would the whole concept even be possible?
