An enemy troop unity mod
I love our wide array of hostile Xenos, dont get me wrong, but i was wondering if it was possible for a mod to give certain areas more troop unity, like getting more ADVENT types in the city centers and sewers since they are peacekeepers, a mix of ADVENT and Xenos in outskirt towns to suppress the public, full Xeno control in outposts because they dont need to keep the mask of peace over there... and full on heavy boy assaults in raids, all mutons, mechs and andromedons.

It's probably somewhat possible. Just a load of work. You'd need to edit EncounterLists for all the missions (I'm not sure if those can be further changed by biome) and the AllowedFollowers for base game and all the mod-added enemies. A lot of mod authors add their creations to everything so any hypothetical mod you make would have a lot of required dependencies to run without errors.

This is somewhat covered in-game by sit reps. For example "Show of Force" where you will have all (mostly) Advent units. Or "Automated Defenses" where you have all mechanical units. And considering there are multiple mods adding sit reps it's definitely possible to have more. But I don't think those are tied to specific biomes, and I don't know if there would be code that would allow that to be set.
