Just turn on the console (here it is called "RomeShell") and add money using the console command.

Or, if you do not want to follow the link above, you can open a text file on your computer. Go to the path %LOCALAPPDATA%\Feral Interactive\Total War ROME REMASTERED\VFS\Local\Rome\documentation\ and there will be a file docudemon_romeshell.txt, open it and there the 3rd command is adding money.
