Report a translation problem
As economy only fires once -- and the save recalls if it was ever on.
If it was that mod that makes "moving" planets , it wouldn't work properly.
Given it says Gas Giants, the planets are likely incredibly cursed.
And after reading the thing : Would need actual data.
As currently its "No list of mods, but Planet mods exist", while a conflicting "No mods that would intefere" despite a gas giant.
Read the whole thing, please. There is a discussion with plenty of details included.
What I have noticed in Sandbox named "Star System" :
1 - I must disable "Planetary encounter" to have more Trade stations.
2 - 2 Trade stations spawned around Titan.
3 - those 2 Trade stations will show in "Entity list" (alt+F10) only if the player.character is close to the Trade stations.

IF "Planetary encounter" is enabled in the "Star System" world and start on a Moon :
-> I only find the one that comes in Data Pad of Drop Pod and it will be on the closest Planet of the Moon I've started on.

What I have noticed in Sandbox named "Empty" :
1 - Created brand new world with economy disabled and pasted the 3 Vanilla Moons, saved and exited to enable economy.
2 - I loaded and found 2 Trade stations on one Moon only.
3 - "Planetary encounter" was disabled.
Note
There was 15 Trade stations spawning on and around the Moon of the world named "Empty" before the contact update.

★ My solution :
Here is what I must do now to have a Trade station so a Store close to me on starting new :
1 - I create a new Star System world with "Planetary encounter" disabled.
2 - Load and select Titan Drop Pod.
= 2 Trade stations spawned automatically in space around Titan without the need of the DataPad in Titan Drop Pod.
+ Enable "Planetary encounter" after I create the GPS coords at the 2 Trade stations.

That said, best would be to create the world and send that world to the SE Programmers for testing because they asked for it in the existing Bug Report you shared.
This way they will have the world with your settings and the Bug in ready for testing.
The survival is way too slow for me and I like to have a Trade station close to me on starting a new survival play so I can sell/buy very early, also to buy "Zone Chips" to at least protect my Respawn Station in PVP or when playing with lightning damage enabled.

It's the only way I found to have a Store close to me on starting that is "★ My solution :" in previous post (#5).

Tell him to kill his character (backspace key) and try the other Moons, and must explore around the Moon with his character.
Note
May have to turn OFF the Sur. Kit on Respawn ship if playing with "Auto-reespawn" enabled to be able to select and new spawn.
I don't see the one on the other side of Titan so I created the GPS coords for it :

I can't send my saves because I found Trade stations in so you are the best to have chat with them since you have bugged saves,
