Units will not move into uncolonized lands?

I was really excited for the colonization feature, but I have tried everything and still cannot move into uncolonized lands. I have already researched and put the law into place, and I have made settler units and tried every combination of them with regular troops but still nothing. Does anyone know whats going on?

i think they have to be only settler units, i dont know fore sure though.

I figured out that in the 476 base scenario the rest of the world is “wasteland tiles” which you cannot settle on, and I knew this but when I clicked on the land space it would say “uncolonized land” with a space for “colonizing tutorial” text, even though you physically cannot colonize it. I thought it was a bug but it’s my lack of reading skills along with the games somewhat vague approach to teaching you about “wasteland” spaces. If I was a bit smarter I would have learned this before posting about it! Thanks!
