There are few reasons why it can happen: 1) The race mod was removed 2) the race mod is overwritten by another mod after it (rare) 3) The race mod is corrupted 4) The race is used by a mod you have, but the race mod itself is not enabled (subbed)
The 4 happens very often. When one downloads mods, one has to keep mind on all the required additional mod one mod has and download them all.
You still have some mods listed twice on your list. Are you copy pasting the mod names directly from the mods.cfg file in one copy? You should not have any duplicates on the mods.cfg that is one thing that can make your game confused. And the robotic limbs skeletons is one of those mods that is mentioned twice on your list.
