Alright I tested, it is the Cannibal HQ.
You can get in if you delete the wall and barrel on the left side of the opening. Save and reload the save. EDIT: actually scrap that, all you need is to save and reload the save.

Some things have been fixed, some haven't. Somewhere there are still objects blocking the way

That can happen when more than one mod affect the same town. You could try the pathing fix in the ingame editor. See if that helps. You could also try importing your game. Often that helps too.

I have only 1 global mod: Genesis. Others: just interface decorations without new buildings/locations.

Where can I find the editor?

Shift + F12. That is also the tool you can use to delete or move objects. Then save and reload save.
