specific mod won't show up.

Hey, I've been playing airships modded and every mod I download has shown up and worked except Capybara compendium. it doesn't show up on my modlist at all. Is there any way to force a mod to show up on the modlist?

update; I still can't play the mod solo, but I put the mod into the "Mods" folder instead of "Steam/Mods", and joined my friend. after a lengthy crossloading, I can play MP but not host MP or SP with the mod active.
