KSE Missing?

KSE (Save Game editor) has seemingly disappeared from my PC and the mods page isn't accessible. Has anyone else noticed this or found a fix?

it was in workshop now it not i think is what op is asking.
that said i been using some off of workshop cause uploading to the workshop seems like trying to pull water from tatooni sand.
