[Mod Request] Horatio Rebalance
The Horatio faction is my favourite faction, but I think that the following changes would make the Horatio faction a lot more interesting:

• The Horatio population no longer grows naturally; they must be cloned (built) in the
production queue, like the Riftborn

• Splicing requirements do not increase by 2 after every splice, it always stays at 2

• Spliced traits do not apply to all Horatio population existing at the time of the splice

• Splicing traits do not increase the amount of food the Horatio population need to consume

• Spliced traits do apply to all subsequent Horatio population built or “updated”
o “Outdated” Horatio can be subjected to the Horatio Faction specific improvement
“Genetic Alteration Lab” (from the “Genetic Recoding” Tech, that normally only applies
to populations from other factions) and changes (updates) them to the newest version
of the Horatio population

o You can choose which population “Genetic Alteration Lab” targets

• Splicing does increase the amount of time to clone (build) Horatio population

splicing being always 2 would make it imbalanced.
Also you are making it similar to Stellaris robo upgrade system, what is the point that would not be unique.

The fact that the new traits do not apply to current pops makes splicing far less powerful. The point is to rework Horatio into something more fun, without it being overpowered.

What he wants is them to apply over time, Horatio already has a slow gameplay with pop gathering and splicing them, this would only make it worse.
I never played Horatio much myself, but most people say, that they can not survive early game. I can see why, late game when their pops have tons of fidsi produced, weak early is justified.
