Creating and editing weapons and their mechanics (not skins)
I would like to know if it is possible to create an entirely new weapon, I know war mod created banners, and they even made two handed swords into half swords with spear animations, I would like to know just what the possibilities are...

What I would like to do is create a quarter staff, an actual 6-9ft quarterstaff as opposed to the undersized staff used like robin hood currently in the game. I would like it to have both the underhand and overhand stabbing attacks of spears, but its left and right horizontal attacks to use the left and right overheads of the two handed swords, and a bit faster. And would it be possible to allow for stab comboing? I know the spears can only thrust reposte, and cannot throw any combos, so I assume there is some degree of customization possible.

For immersion I would also like to have the staff held like the spear in terms of hand spacing, but with the front hand facing up like the polearms, although this is all just for show, I don't see this a important...

Lastly, I would love to know where and how one would edit weapon properties to give or remove passive protection against arrows and melee, as well as change parry box sizes and windows of time. Say I wanted to make a really fast paced game mode, without any passive protection from arrows, I would like to take away passive protection from arrows from shields. Say I wanted a slower paced, more hardcore gametype, where accuracy is key, I might want to add passive protection to arrows and melee to shields and maybe even weapons, but make the parry box of most weapons very small so you must point at their tip and parry if you want the riposte bonus.
