If you got it via Workshop, it should appear immediately as long as Workshop items are enabled.

Don't forget to click the checkbox at the vehicle depot, "Show workshop vehicles," and if you aren't sure what years they are available, at least go to game settings and make all vehicles available to check there first

It's like what Comrade Sky said. Otherwise, deep in the game options, in the Workhop button on the main menu perhaps, there is a button to enable or disable Workshop items.
