Hotline Miami 2 supports Steam Workshop to create and share custom levels and campaigns including original cutscenes with custom text, scripted behaviors by NPCs, and new characters.
How do i create a custom character with different abilities?
i want to make a corey/biker hibrid that can dodge roll, kill fat guys with melee and cannot pick up guns but idk how to do that, and i really wanna do this im willing to learn everything just to make a mod like this

Unfortunately, Hotline Miami 2 doesn't feature support for custom coding or modding beyond visuals and sounds. The only way that would be possible would be to edit Hotline Miami 1 in gamemaker and make a standalone mod with those functions, but that's a pretty big undertaking and way out of my depth to comment on.

Wad modification can only be used to change the way the character looks. There are some very limited game modifications that can be done, but they all relate to switching around the IDs of things already in the game, as adding in new code is impossible. The biggest change the WAD editor allows when it comes to modifications of characters is the ability to change the size of animation frames and add more frames to animations.

I absolutely admire your drive but Dennaton really doesn't care. From what I'm aware, when they had abstraction port it, they gave over the rights to the source code, meaning they can't release it now. They haven't touched it in years, so the chances of them coming back are astronomically low, sadly. :/

Dennaton legally can't release the source code and Abstraction are the ones stopping them from doing it in the first place, so I really doubt they'll suddenly change their minds.

Theoretically, yes, people would be able to make mods. If you're aware of the Hotline 1 mod 1-900-CULT, they're making a developer kit that will be public after the mod's release. Waiting for that would be your best bet, unless you want to make a conversion mod for Hotline 1 in gamemaker.
