When you click on the car to see the info / description you should see what engine belongs in the car on the engine page top right , If it says Dummy then it's a Dummy car , The best U can do is fix it up without the engine & Sell it as is , Always look for that before buying a car.

It means the mod calls for an engine from a DLC that you do not own.

Use Car Editor and swap out the engine with one you can actually use in-game. Cuz, like Grimm was saying, the car is most likely a mod that you do not have the proper DLC for. I usually don't care if a mod calls for a DLC I don't have--I just use the Editor and swap parts with one's available to me.
