Can't Build Map in Scenario Overlays

I'm new to modding in this game and i'm trying to edit a map. But i can't build buildings and emplacements in some areas of the map even though there is nothing that could block it visually. I used the "Can't Build Map" option in Scenario - Overlays and saw that some areas have green/red tiling, but i have no idea how to make it normal and buildable. Anyone can help me with that please? :)

So you can paint impasse area on the map by using the tool select impasse map , and if an area is painted you cannot place objects on this another thing that can block for placing items is an entity like a Cliff and if the Cliff is underground it will still block the top ground for building and moving so there might be an entity underground blogging the build order, see relics knowledge page here https://knowledge-center.community.companyofheroes.com/article/Crafted_Maps/Advanced_Tools/Creating_Impasse_Areas
