It would look crappy if the sparks were forced to be blood - no fading, no proper fading alpha splats, still no gibs.
However, modders can get away with this and add gibs, because that way it's unofficial and player's choice.
Also you don't have you force the sparks into blood. The coding and gfx effects can fully replaced with blood and gore like the original Quake III.

No. It's the plan - the DLC has an age gate. It's one of the many promises that would come around this new release. The Total War games did a similar thing - M-rated gore DLC for the T-rated games..
