Don't forget to turn off sv_pure to load your loose files. Actually i'm not even sure if that works in QL but you can try.
That should work, but I tried it with a valid .bsp, and the map couldn't be found.
Looks like you'll have to zip up the maps folder into a pk3. If you keep a permanent 'custom_maps.pk3' in baseq3 and associate .pk3 with .zip in windows, you can easily put all your .bsp files in there if you want to run them. This is also necessary if you have custom textures or shaders - you put 'textures' and 'scripts' folders in the .pk3
done a zip file named same as the map (reda1.pk3), made a folder in it called maps, then placed reda1.bsp in it
