As first suggestion, see the official campaign xml files and use them as template.
You could also download a workshop campaign and see its xml files.

These custom maps, played outside the campaign have the customized textures working?
If yes, try to copy the textures in an appropriate folder inside campaign folder.
In single player where are placed the textures files? Maybe copying the maps in campaign folder you should edit something in xml files about where to find textures....
