If you pause, change your character to that subjugated tributary, change the color, return play to the original character, and then release the pause that *should* work. If things subdivide or change status they will change color again and the process would have to be repeated.

Alternatively, you could just leave the map on something that chose color by some means that works for you, like religion (or even terrain).
