All things considered, it's certainly possible that someone else will make the specific things you want, for themselves and be willing to share, but you might be waiting a long time.
Is there a reason that one of the many steam locomotives now on Workshop won't do as a "close enough" sort of stand-in?
It's also not unheard of for people to pay model makers (not me, I don't and won't take commissions) to make the model they want, but don't expect it to be cheap. Especially for steam (lots of gubbins = lots of time and work). Especially if they'll be doing custom animated drivers.
