Company of heroes mod builder

Where did you find the mod builder? I looked on all of the tutorials and it says to right click on it and select tools but when I right click it, it only displays add to favorites add to, manage and properties, I've been trying to figure it out for the past 2 weeks but I can't seem to figure out where the mod builder is, can some please tell me where it's located?

If you're on steam, install Company of Heroes 2 Tools and Company of Heroes 2 Tools Data.

In your Steam library page, at the upper left, change "games" or "games and software" to include tools, then they will show up in the list below. Install them just like a game, and lanuch them from steam like a game.
