Does administrative burden apply only to the player

Or does the AI face it too- equal terms at normal and then less and less so at higher difficulties?

or not at all? Anyone know!?

i cant say for this game but i do know that in Rome 2 non player factions get a bonus gold buff every round which they use to build and recruit. I would assume it is the same here
