It's such an obvious idea for a mod that I wonder if there's some hard coded reason it hasn't been done yet.
Vain for instance should be completely flooded with it's topography considering the amount of rain it's getting, it should only rain like once a week there, and it never rains in the Shek territories or Borderlands but considering how much it rains in neighboring territories and the weird plants there (trees, shrubs, cactus, and those giant spiked urchin like things for example) sometimes it should rain there. It should even rain in the great desert some, though rarely, and in the Swamps it shouldn't be raining at all times.
Go into the FCS
Goto Biomes on the left
Click Spawn Area
Search For biome of choice
Click seasons(if you are going to edit i would advise to replace with a copy and always make the changes as a new mod)
Add Light or Heavy Rain, whatever you need,
