How to use custom skins on public servers?

I know there is a option cusomize player, but when i download custom skins and activate them i cant change skins in the options menu. Its not the server because i see a lot of people using skins like this, for exemple.

how to use skins, can someone help and explain how it works plz?
I have really searched for the answer, but found nothing :(

Hi,
this skin is a official DLC from UWE as part of the latest patch. The other skins and models you might have seen are from either buying the deluxe edition, or from the Reinforced donation program.

I think you can get other "skins" from the workshop, but I haven't had any experience in putting these on (I have a feeling they can only be seen if the server has the same skin - because if you do a glowing marine skin, it would be OP).
