There are currently no plans announced to bring the custom faces to Steam Workshop. We do, however, have full Workshop support for playlists!
The custom face feature also does not support the color layer in the way you describe -- the way the Prisoners are implemented in game is a little bit different from the way they are implemented via the custom face option.

I suggest to make this thread sticky since it answers most of the custom-prisoners creators out there.
In any case, I would like to see these 2 features implemented in the near future, since most of the players have started to create a whole bunch of high level custom artworks.
These artists, Like I do, would love to have a primary and optimal way to share this content with the rest of the community (without flooding with png upload links all the chats).

Also, a way to make some colors unchangeable would make things even better, although I don't see how this can be done.
