Tell me why having this fashion downloaded from the workshop of steam wanting to build a facility with these mods can not enter it because the game suggested that I put the building business. Only my question that this building?

I think the problem is that you downloaded mods that you haven't achieved a level for. I did that too. Now that I'm at level 20 I can do all but one. I need to unlock another feature for that.
