Far from the truth, first, modder tools were not and still are not fully released, so most of the stuff done is by "reverse engineering" the code. Secondly due to the broken release a monthly patch schedule was the norm, so far, over 22 patches has been released, now you try and develop a mod while you have to update your code to make it compatible everytime they release a patch.
The main reason is that there are not enough tools at the moment to make a mod like that. You can use existing, in game assets to cut and piece together a ship, but that is as far as it goes at the moment.
