Custom Flashlight and or Backgrounds

Hey guys wondering where to start with making a flashlight or background for the phone i have no idea where to look or what tools to look at or what files to edit any help would be swell, cheers.

Get a free program called VTFEdit to start.

I'll come back and explain things later.
