There was a mod I found a forgot to subscribe to that let you convert prisoners to any ideology. This would allow you to have a multi tier system with ideologies. Especially with the "every ideology is fluid" mod so you can tweak every one of them how you please. No idea if it's updated to 1.6 but if anyone knows anything I would be grateful.
