To keep it simple, I would start with the Toolset Manuals I and II - not necessarily in that order, as II is the design guide, whereas I is the detailed how-to.

When you're ready to script, the Lexicon is the standard reference, though Lilac Soul's script generator is helpful for beginners, also TarotRedhand's tutorials.

That should keep you going for a long time. Eventually you'll want to explore advanced topics at NWN University or in the forum.
