is there a server command to slow all movement down?
have my modded server pretty well set up. just want to lower movement speed for my friends and i against the bots slightly. make it a bit more tactical and deliberate

You'd have to dig through Theater scripts to slow down player characters, or there might be some hacky way through SourceMod on AlliedMods forum.
