A common way to optimize a multiplayer games is to reduce the amount entities in the world, so what you could do is create an addon that for example enforces a vehicle limit per player. This might be disruptive based on the intended gameplay, so it might be best to create a gamemode for said gameplay that "polices" the performance. What that means depends on what you want to achieve, and what performance issues you're encountering.
Minimizing the amount of addons that you have enabled, disabling wildlife and reducing physics timestep on the server might already help a bunch by itself.
