When you go to Options > Manage Mods, are they in bold white? Gray means they are disabled.
If they are white, click the open /mods folder button and open the workshop subfolder.
You should there see a folder for each mod.
Close the game.
Go in the folder for a mod and double-click info.txt
If it has the line "Disabled": 1, change the 1 to a 0. Do not remove the line or the comma. Save the file. Do this for all mods you want to enable.
Then, open the game again. Mods should now be enabled.
Tried that, the game is still not letting me play with them. It shows they're loaded! However, none of the changes happen. I don't know if the mods are simply outdated but I doubt that'd be the case since i'm trying a few of them like the Trigger Finger mod (that one where it uses the scroll wheel to click)
I suppose my cookies will probably stay with their original recipe unless there's something I'm missing that's in plain sight.
If you want to try further troubleshooting:
-Disable all mods
-With the game closed, DELETE all subfolders in the /mods/workshop folder - but leave the /mods folder itself existing.
Launch the game. It will (or should, at least) redownload all mods.
If it doesn't, subscribe to any other mod and it should trigger the redownload. I suggest something harmless like Pilk which is by Orteil himself: https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=2679982642
Enable ONE mod (I suggest Pilk, again, as it has an obvious effect -- assuming you unlocked the Milk selector)
If it works, enable ONE other mod. Continue until you either have all mods enabled, or found whatever mod is causing all others to break.
If it all works, feel free to remove Pilk.
