Anyone find the end game crisis forces tend to turtle up inside their cities?

had it with skaven and vampires just castling up around their fortresses rather than violently expanding.

yup. a while ago tried having a max strength vampire end game event at turn 40 in hopes the zombies would take over the world. nope. they just sit there and do nothing (used fog of war toggle to watch them)
