Mods on Workshop?

I can't seem to get any of the mods on steam workshop to work. I've subscribed to them, restarted the game, and no mods are appearing in the Mods Manager. Is there anything I'm missing?

To add, here are the steps me and my friends took:
1. We both subscribed to the same exact mods in steam workshop
2. After subscribing, we open the game. I host.
3. We made sure to try BOTH a saved game and a new game

Result: I see the "Mod Manager", but no mods appear.
