can't delete my mods

I've tried everything; purging workshop ingame, deleting the workshop files manually, verifying game files, reinstalling the game, but they still show up when i make a new workshop game

Have you cleared the Workshop in the game's properties? That window you access when you right-click the game in your library.

There isn't any option to, just load ordering and filters
