Can you not play mods without afterbirth plus?

just wondering because I have installed just the descriptions mod and that's it but it won't show the modded stuff, do I really need to pay for afterbirth+? I'm newer to the game so I'm not sure

Afterbirth+ introduced Steam workshop mods. So yeah, you have to buy Afterbirth+ (and Repentance too while you are at it. Not necessary, but it's the whole experience)
