Non si può giocare al gioco

appena apro la partita i stati si dividono sulla mappa formando nuovi stati ed alleanze è frustrante e non ci posso giocare, ho disattivato tutte le mod e reinstallato il gioco ma non cambia niente, qualcuno sa qual è il problema ?

Close Steam, go to Documents/Paradox/HOI, backup your saves&playsets then delete entire HOI folder.
Run game, let it rebuild that folder and move your saves&playsets back.
