no connection could be made because the target machine actively refused it

i keep getting these error messages when downloading mods
i looked through the game folders and i didnt even find anything that looked like the file that had my mod, and if i removed one of the mods i alr had from the "compiledmodassemblies" folder, it would have the same error, and this is really annoying, is there anyone that can help?
